I understand of the importance of health and safety but can someone answer this?

I have seen workmen on the road wearing hard hats when there was not any overhead dangers.

And I have seen builders preparing the footings for a building and again no overhead dangers and they were wearing a hard hat. Why

It's easier to require them to wear the hard hat all the time while working. If you allow the worker to decide when there's a need, then nobody will wear one. The policy is if you're on the site, you wear a hard hat.

OSHA requirements and company protocols. Sometime wearing a hardhat isn't just to protect you from overhead falling objects, but from head injuries in the event of a fall.

A hard hat can keep you from a nasty gash in your head in case of flying debris like rocks being unloaded or heavy equipment rollling over loose gravel.
