2) Select VIEW | TOOLBARS | MENU BAR

If you are talking about Internet Explorer 7, use F10 to expose the menu, then go to Tools/Options and find the item to display the menu and check it.
The programmers at MS in their private offices having imposed sounds upon us, are now taking away the menus they trained us on to force us to decode icons. Vista and Office 2007 go even further.

The bar accross the top which starts with FILE
should also show VIEW
Left Click VIEW
and select TOOLBARS
then Standard Buttons

I assume that you have recently downloaded IE7. If so you can use a tweak that will put those options back at the top of your screen.
