Nothing can hurt worse than being denied something you want so much. Imagine being thirteen years old and finally working up the nerve to ask out the prettiest girl in class, only to learn that she's going out with another guy already. It's the same bitter, gut-wrenching feeling that you would kill to get rid of. I know...it sucks...and nothing feels worse than heartache, but you have to be strong.
In fact, that may be the exact thing she needs to see from you.
Say she does love you. Say she does love you more than anyone in the world. (I really hope that's the case if you proposed to her...but I'm just guessing here.) She didn't say know because she doesn't want to, she refused because she doesn't know that things won't turn out the same way.
You need to show her, though, that they won't. You need to prove her, if you really do love her, that you will stay with her no matter what. Even if she needs more time to see that she feel she could spend the rest of her life with you, let her know that you'll be there waiting alongside her.
Don't try to rush her, and don't be hateful. The decision to spend the rest of your life someone cannot be taken very lightly, and I'm amazed that girls can even answer seconds after being asked.
You need to be strong, showing her that you will wait until the end of time if you have to, because that is just how much you care for her. You need to be strong to show her that you are better than the man before who hurt her deep enough to give her fear of marriage. You need to be strong for you, so that you can get yourself through this.
Is she worth the wait? Is she worth waiting for, until she knows? If she is...then stay strong.

If she does not accept your proposal even now, she's better off with the dillema of her previous breakup than getting you involved again.
Well if you are sure she denied due to her past break up then just hang around with a supportive touch, let her clear the previous hang over.
Time will do the rest.

I would suspect she is using her past break up as an excuse. Honestly, why would a past relationship determine your current situation... The girl needs to face the facts and love you for who you are. If the girl can't see this, your just asking for trouble in persuing to get married.

Have patience, be faithful and wait for the right moment. Break up is a very crucial moment and a person needs time to overcome that stage.

You seem young or desperate. It seems that you must not have been with her that long. Lets say youve been together 8 years. I would doubt she would say "no because i had a hard breakup 12 years ago" if you had been together that long. How long you been with this chick?

wait, first be sure that you love her and she love you too! then understand why did that breakup happen, ask her about her fears regarding getting into any new commitments! then things will fall in place!
do not hurry up! failed relationships are deep wounds that take longer than anyone expects to heal!
