He will not try and use the bathroom at all. He wants to lick the cement and chew sticks. I try and have him go to the designated area where he goes to the bathroom but he will find a spot that is cemented and lick the heck out of that and/or find sticks to chew. Then he will go potty in my house. Even when he is got midstream he will not use the outdoors.

keep taking him outside and eventually he will learn that is where he needs to go. take him outside after he wakes up from a snooze and then take him away from any cement

Maybe your obviously confused friend is needing something else in his diet if he keeps eating/chewing sticks. As for the bathroom situation...wow...if he stops midstream when you throw him out the door if you catch him in the act then I really wouldn't know what his problem is.He's really persistent that he go inside, isn't he?! If he was originally going outside and started this recently, then there might be a smell that is making his instinct kick in and therefore needs to "mark his territory?"
The cement?...maybe something tasty has soaked into it. He's also 11 weeks old. There's much to smell and do as a new little guy in the world. Give him some time with spring coming and all. Guaranteed you'll have a great life with him and maybe you'll find he's just got some really goofy quirks.

While you have him outside put his leash on him and walk him in the yard, this does two things 1) Teaches him to walk on the leash. 2) Expedites his bowel movement, it's a form of exercise, therefore he will have to "go." He probably runs in the yard and jumps around but really that is not "work" to him.
