Baghdad is actually a really nice city for the most part. It is my hope that citizens from all over the world will return to Iraq as a tourist place to study human and Biblical history.

There is nothing stopping them from going. The only requirement is that people not going there in support of the US mission go there 'on their own' and the US government takes no responsibility for what happens to them.

Yes they should. Many non military are in Iraq right now working. If you want to visit Baghdad I wouldn't recommend it at this time, but hey, whatever rocks your boat.

yes and no, they can go as private contractors and such, either as truck drivers or hit men. If I made the rules, i'd keep my peasents out of there for now unless they were front line builders or i had some use for them.
