I'm a dentist.
A general dentist's license allows him to perform virtually any type of work he is trained to perform and comfortable performing.
Most general dentists will drain abscesses within the confines of the mouth. When abscesses extend to the fascial planes beyond the mouth, most refer them to oral and maxillofacial surgeons.
Personally, I have formal training with extensive dental abscesses, and am comfortable draining some of the more serious ones extending into the masseteric spaces. If they go submandibular or sublingual, I refer them out. Those I am not trained to handle.

A regular dentist can drain an abcess but they usually do that only if theirs an emergency during a procedure there giving you at the time like a cleaning for instance. A regular dentist would rather you go to a dental specialist where you can have more time to seek the proper treatment. The dental specialist youd want to make an appointment with is a periodontist(specialize in gums). You only need a oral surgeon if you plan on getting the tooth removed. Word of advice dont wait cause the longer you wait the worse its going to get and you want it drained not pulled.

I've had three root canals done by general dentists, and they all worked out well. Some don't do the work and may refer you to a specialist.

yes, a regular dentist can. but, generally they give you antibiotics for at least 5 days prior. if it is really bad, they might not be able to wait. biologic dentists are generally oral surgeons and can deal with the problem themselves. a non-biologic dentist may send you to an oral surgeon.

a general dentist is perfectly qualified to treat your condition. he/she will decide if it needs to be handled by a specialist.

You are going to need to see an Oral Surgeon to deal with that.
