He is! It is what He is. Gods qualities are actually part of his being, rather than just qualities like they are foe us, becuase you see, He is the source of all good. Sin(bad) on the other hand is not part of His being, but is rather a result of our creation. God can not be with sin, not becuase he does not like sin, but becuase He does not have it, and it is not part of His being. This is why we have the other two deities. The Holy spirit guides us to make the right will, where God can not directly be involved, and Jesus allows us to place our sin on Him, in order to be able to spend eternity with God. Think of it as a contract that God signed In just existing. He cannot break the contract just as we can not deny it, no matter how wrong and unfair it may seem to us.

No, he is good because it is an immutable quality of his character, as evidenced by the fact that he bothered to create a universe in the first place in which we could have a nice place to live (and exploit, sadly).
He is good becuase despite the fact that man continually spits in the face of the Creator, willfully disregarding his laws, constantly assuming that we are the alpha and the omega, he yet gives us an offer of redemption, and he has not yet poured out the full measure of his wrath onto a people who continually mock and disregard him.
