This study can be used to your advantage since it allegedly illustrates how a community has failed to provide fair and equitable standards for all members of society.

Having said this much I don't think provisions for the mentally handicapped are fair or equitable any where in the world at the moment.

Your best venue is to contact associations who are working to improve a fair and equitable means of subsistance for those groups you are concerned about. At the moment I don't see a pure group that properly represents the mentally handicapped and or learning disabled.

Finally from my perspective birth weight is less a contributing factor than that of drugs and alcohol during pregnancies. In my opinion these issues cause low birth weight more often than not.

It is in this way that 40 year old deserves a compensation package as a victim to an alleged crime. Since drinking and driving car accidents are treated as a crime it is time to prosecute the same during pregnancies.

Let me know how things work out for you it is discouraging I know.
