Out in my part of the country, if the class is free, you are not 'certified' in it- that is, it is designed to teach and inform you, but not to 'certify' you.

Offering certification takes a certain amount fo infrastructure and so costs some money. Someone has to write and keep the standards you are certified against, someone has to prepare the materials, type the cards, etc. There are costly supplies to buy and maintain. Someone has to teach the class, and even volunteers need support of some sort. (I mention all of this because someone is always going to ask the question 'shouldn't CPR classes be free?'.)

Bite the bullet. Take a good course from the American Red Cross or other good source, and be ready to pay the usually very reasonable price.

Call the Red Cross.

Some companies offer CPR training; ask the HR department.

Scout leaders are required to learn CPR. Ask at your district boy/girl scout headquarters. They may let you join their CPR class, but I don't know if they'll offer you a certificate.

Unless your employer is paying for certification there is usually a fee, but it is usually a small fee.

Here's a Red Cross Link for more info: http://www.redcross.org/services/hss/courses/index.html?WT.srch=1&gclid=CJH0tbTF74oCFQ4hgQod0ny0lA

I also found online courses for $19.95: http://www.aedcpr.com/?gclid=CNGL6sbF74oCFQwSgQodBU_rrA

I wonder how good online courses would be, though... you can't see how physically to do it unless you physically do it.
