You can obtain a Michigan driver license at any Secretary of State branch office in the state, if you can meet certain criteria and have appropriate documentation, which for those over 18 is:

Proof of identity (eg. passport etc, for detailed list see link below)
Present proof of residence in Michigan
Provide your Social Security number.
Pass a vision test and meet physical and mental standards set by the Secretary of State's office.
Pass a knowledge test if you have never had a driver license or if your driver license has been expired at least four years.
Pay the appropriate license fee. (Driver licenses cost $25 for an operator)
Complete a minimum 30 days of practice driving on a temporary instruction permit (TIP).
Pass a road skills test if you do not have an out of state license.

1ST: Check to see if you need one! It's possible that your home state/country driver's license will cover you for your temporary residence in Detroit!

Why spend money you don't have to! If you can't get by with your home state/country driver's license, then do what the other respondants have suggested.

We have a lot of college students in our area, some from out of the state or even out of the country, I see many licenses from other areas in my job as a rental agent, not sure if these people are following "the letter of the law" but ... I do see a lot of local addresses and "foreign" (out of state/country) licenses!

I'm all for following the law, but getting a license in Michigan for a three month "residency" seems a little extreme! See if your current papers will cover you!

Go to the license bureau or DMV and take the test - You must have a current detroit address and may need your birth certificate - You can no longer have multiple drivers license's from different states.
