Well, why are people hyper and stupid? Just like people, dogs have personalities too! My Chihuahua is the hyperest dog I have EVER owned. And he isn't stupid. He knows and understands alot of things. He can dance, and sit, and lay down, and stay, and get your chewie(his chew toy)....He knows what outside is, and breakfast is, and water,...When I ask him if he is hungry he knows what that means...Sometimes I think he knows what I am talking to him about when I talk to him...I am getting a new puppy in a week from today, and I ask him about it, and he gets all excited...it's kinda cute! And he runs around like there is no tomarrow...Jeeze....He is a BIG goof ball...I take him to work with me everyday, and I play with him while he is here (that is where I am now...LOL) and he has his chew toy, and he will run laps around the office....It's sooo funny! Lol...I am done now.

No dog is hyper and stupid. It is the fault of the perceiver to think so. Educate yourself on dog behavior and you will quickly identify with "why" they behave the way they do. This will give you the wherewithal to make educated choices in changing perception and the dogs behavior. Basically, throw the dern thing a frisby and have some fun with it!!!!!!!!!!!!!

Not all hyper dogs are stupid. Some of these dogs that appear to be stupid are actually great hearing dogs. They assist people with hearing losses.

Dog's have personalities. Just like people. Some are just hyper. Some are just poorly trained. Stupid is part training and part breeding. Some breeds are smarter. And just like people, dogs can be in-bred. To much breeding with closely related blood lines can produce mentally retarded dogs. I had one. Even the professional trainer gave up on her.

typically the more intelligent dogs are the hyper ones (eg Border Collies, Jack Russell Terriers and so on)
the less intelligent dogs are less active (eg. Shih Tzu)
if they are "stupid" its from lack of direction, lack of proper training, or lack of mental stimulation
an intelligent dog WANTS to be busy, it WANTS a JOB - thus if unfocused it appears "hyper"
