No final authority - can you magine howl nasti it ll b soon? Linguistic anarchy - why bother with a language at all? Babel.

No one authority, which is why grammar is ever simplfying. While countries like Spain and France have an Academy to officially state what words are word and how they can be used, English is constantly changing based on popular usage. The difference between who and whom and between adverbs and adjectives is dying out because of this. People go for what is simpler but still understandable.
