My Question is if school issue me a I-20 be fore OPT expires does that means that OPT will Expire as soon as i recieve a new I-20 or it will expire when the school starts. (School issue I-20 before the school starts)

Your OPT does not expire until you either quit the job or reach the closing date as specified on the I-20. Make sure that your I-94 card in your passport indicates that you can stay in the US for "duration of status" (the CIS officer might have written "DS" on it rather than a date. If there is a date on the I-94, make sure to either extend your F-1 status or leave the US before the I-94 date.

Your OPT will expire when you quit or the program ends. I don't think the new school can issue your new I-20 until after your OPT is over. Your new I-20 will be valid for the dates listed on the I-20 so you shouldn't have overlapping dates.
