A person leaves the scene of a non-injury accident involving a single car and a fence and returns an hour later as the law enforcement officer arrives. Officers perform sobriety tests, and the person passes. They lecture on the fact that the person should not have left the scene. No arrest or ticket is provided.

very UN- likely if a ticket was not issued the no charges were filed at the time of the accident.The property owner may want restitution and this should be paid promptly to negate any further action.

In my own state immediate accident reporting is required within a specific time period provided the damage is UNDER a specific amount.

The problem is that in a case where there is the possibility of litigation, evidence can be overlooked or not collected.

Leaving the scene is NEVER a good idea as it leads some to think there is something amiss.

Because you returned to the scene...it let the officer know you were an honest citizen not attempting to conceal the facts of this case nor ignore your responsibilities involving restitution for the damaged property.

I doubt you will see charges of leaving the scene since you returned and only should be concerned about paying for damages.
