I've answered your first question about this.
As a last name the word exists in Greek (I do not know if it exists in another language), just like Avgustakis (Avgustos=August), Aprilakis (from Aprilios/Aprilis=April) etc
The suffix is distinctive on the island of Crete
(and Chios is now a part of Greece officially).

The Family Search site only has USA entries. The Ellis Island site has 33 exact matches to MARTAKIS, and the come from Greece, Turkey, and Italy. Those are the countries of residence prior to immigration/passage to the United states.

Here is a sample record:
First Name: Georgios
Last Name: Martakis
Ethnicity: Greek, Greek
Last Place of Residence: Livadia, Greece
Date of Arrival: Mar 23, 1915
Age at Arrival: 27y Gender: M Marital Status: S
Ship of Travel: Patris

And a record of one from Turkey shows Greek as the ethnicity also:

GREECE would be the likely origin, even the Italian entries say Greek. An account at Ellis Island is FREE - but you do have to register with a valid Email.

Seems like greek to me, also could be latvian, armenian , persian (iranian) or indian.
