If you don't have that as an option when scanning then you need software that will convert your scanned images into PDF format. Acrobat Reader, a free program, will not do it. The full version of Acrobat or Photoshop will give you the option. You might also try downloading PDF factory's trial version.

Two ways:
1. Do an OCR scan and then convert the text to pdf.
I would use the free TeX suite but you may be able to use MSWord, print to file, then use the free PS to PDF converter at the Adobe web site.
2. Treat the scanned pages a pictures and import them into any suitable layout program (TeX, InDesign etc.) You may be able to use MSWierd but it is so generally troublesome I would save time and use another resource.
Be very sure you are not violating a copyright on the original files.

It depends. Unless you are scanning and then running them through an OCR program (which changes the scanned documents from images into text), I don't see any point in converting them to pdf. Otherwise, let me warn you that the task ahead of you is enormous.
If you just want a pdf file with a bunch of images, you can use OpenOffice or pdf995 (I think that's what it's called) is popular.

I have added a "printer" that prints to a PDF. Choose print and choose which printer you want. I have Acrobat PDF writer. Choose print and it actually creates a file that is read with PDF. Sorry I can't quite remember how I added this printer. Good Luck.

Your scanning software might do it... look in the help section. I use adobe Photoshop or adobe acrobat professional. On a Mac you simply print to pdf.

You could spent that ridiculous $300, or you could get a Mac. With a Mac, you can turn just about anything into a PDF, easily. PDF is built into Mac OS X and used extensively.

That depends. My HP scanner has creating PDF files as an option. Check your scanner's manual.
