IMO the best and easiest is Pro Show Gold by photodex.

It costs about $75 but it's well worth it, and you can create DVD's from it, which you can't any of the free ones.

Windows Movie Maker or Photostory 3. Both are free from microsoft.

Flash Pro 8 - is the best but unless you know anything about it it is complicated

CAM STUDIO probably the best available freebie for what you want
