You are a legal immigrant because you have a permanent resident card. You have to go through the Naturalization process, which normally takes 5 years, but since you've being married to a US citizen for 3 1/2 years, the proces will be expedited. It's sounds like you've meet all the requirements. The fee is between $330-$400, depending upon what is required. There are some exceptions to that fee, usually involving miltary applicants. Good Luck!!!

Until you have your naturalization papers, you are not a citizen, just a legal alien.

Some people live in the US for all their lives as legal aliens and never get the naturalization.

There is paperwork to do and there is a somewhat convoluted process involved. It would be best to apply sooner rather than later because I believe there is a time after the application in addition to a time since the issuance of the permanent residence and/or the marriage.

The local post office may have the correct forms, or you may have to send off to the INS.

You are a legal immigrant but if you wish to be a citizen then you have to go thru the process. You start with INS ask for a citizenship application.

Nope, you're still a resident alien. You'll probably still have to "fill out the paperwork" even after the amnesty plan goes through because it sounds like you're here legally.

Is our immigration policy screwed up or what?

NO! You have to apply like everyone else. Marriage to a citizen doesn't give you auto citizenship either.

Fill out the paperwork!

Unless you were born here or unless you have been through the naturalization process and have your naturalization papers, you are not a citizen.
