Prisoners are sent to different levels of security, depending on their crime(s) and length of sentences. Minimum usually is reserved for non-violent crimes, medium for more serious crimes, and maximum for the most violent. If a person already in jail goes to maximum from either minimum or medium security, it usually means that they have committed another crime while in prison, such as stabbing/killing another inmate, possessing drugs, or violation of a prison rule. Maximum security can also be given to a person who fears for their life. With minimum security, they live in community cells, medium is usually kept to 2 inmates, while maximum is by yourself.

There are a coupe of ways an inmate can find themselves in maximum security. One is to have numerous disciplinaries and pose a threat to other prisoners. The other is to be placed there for protection, jsay for instance the inmate is a "snitch".

it normally means they are not obeying prison rules and have caused trouble in thier orginal prison.

That is if thier security level was changed. An inmate is assigned a security level,

There are min security inmates housed in many max and even hi max prisons, becase they need trustees or inmates to do outside the walls work details or other work details in the prison that max inmates can't do
