yes he has talked to me at work, he approaches me and goes out of his way to talk to me

As soon as you like. If you are unsure if he is interested, you could ask him out on one. If he turns you down after the second time, (because he really could have something going on the first time) then I would say he is not interested.

I always go by this rule:
If they guy is playing the waiting to call game, he's just going to play other games down the road, and therefore not worth it.
