It's always difficult to determine when to place a loved one in a nursing home especially when you've been the primary care giver.
You have your Father's power of attorney but who is his guardian, who is the executor of his estate? I'm guessing that would be your brother if he told you that you couldn't do anything without his consent. It merits looking into at any rate.
Find out who his guardian or guardians are and go from there. As a guardian, your brother can make the difference in your father's decisions.
If you believe that you can continue to give your father the care he needs at home, bring it up to his doctors when you speak to them again. They should give you an idea of what you can and cannot do as a care giver as per meds and such.
If it is determined that you cannot give him the care he now requires, please accept that and allow him to be placed in a nice nursing home, one that you've personally checked out and always remember that your continued presence will make the difference in the quality of care he receives and in his own happiness.
I wish you the best. I went through the same thing myself with my brother (concerning our mom) and I know that this kind of thing happens often and its very difficult for all concerned.
Congratulations, you've already done more for your father than many people are willing to do for theirs. You made a difference in his life and ultimately it will make a difference in yours.
Any further questions I might be able to assist you with on this matter will be answered as soon as I see them.

If you are his power of attorney, you don't need their permission. Since you've been taking care of him w/o help from them, then thats a definite on not needing their permission.

Lea dear you deserve a medal. God bless you for caring about him. You are owed alot of respect. Keep on doing a fine job. You are a greater person than you or other family members may know.

I think maybe you should get an apology because well he is your dad and you have been taking cared of him for 9 years with out any help.

You aren't necessarily owed an apology. If you have power of atty, you don't legally need them, especially you SIL. I'd speak with an atty. If your father's docs think this is what is best, you should consider they are correct.
