The Romulans and Vulcans are essentially the same species, originating on the planet Vulcan. Vulcans were originally an extremely violent and emotional people. When Surak introduced his logic-based mental disciplines to the Vulcan people, some embraced them, but others rejected them and left Vulcan to found their own societies elsewhere. The Romulans were one such group.
There are no real details given about the mythology of the ancient Vulcans in any of the series episodes, but a few have suggested that they worshiped more than one god. It's probable that the Romulans carried those beliefs with them to Romulus; though no details have been given in any of the episodes or movies to confirm this. In any case, I think it's fair to assume that at least one of the ancient Vulcan gods was a war god like Ares or Mars. While even modern Vulcans make it a point to honor their past, continuing many of the ancient rituals, it's unlikely that they continue to believe in gods. The Romulans might, but there's no evidence of that one way or the other.

Actually the ORIGINAL first made the observation. In the episode where outposts on the edge of the neutral zone were being systematically destoroyed and they got a look at the Romulan bridge. (Balance of Terror, season one)
STNG indicated that Earth, Vulcans, Romulans, Klingons and others were "seeded" by an advanced alien race.
The Vulcan philosophy comes from Surak (The SAvage Curtain year 3) who viewed LOGIC as the basis for their society.
The Romulans retained the older, more primative, emotional motivations.

I don't think that they believe in Gods to begin with. Vulcans are really science oriented and logic based and such would believe in the Big Bang theory and not Creationism.
Spirituality for Vulcans concerns more with the improvement of the self rather than worshiping a mythical deity.
Romulans on the other hand seem to have even less spirituality than Vulcans. As a militaristic people, it would be useless to them.

Actually they had a common ancestor. Vulcan philosophy is based on the teachings of Surak who professed the suppresion of emotion in favor of logic. Romulan culture is warlike, prideful and emotional. If they have any god it's probably one similar to Mars.

I don't think they would be similar anymore. The Romulans are very emotional beings... the emotion being anger. Vulcans are always calm, cool, almost uncaring because they rely solely on logic.

Vulcans are logical enough to realize that there is no heaven or hell. Romulans lost their logic due to overbearing emotions. Eventhough they are ruled more by emotions, they still are smart enough to know that there is no god.
