Or when the winter blend of gas is back and the summer driving season is over if we have another mild winter.

I don't think so, especially not in the next decade or so. This is mainly because I, personally, believe that the price of gas is a result of greedy oil companies... the companies have been having record profits for the past year or so! They're making BILLIONS!
Sure, it would help to have a president (and congress) that doesn't get funding from oil companies, but there aren't many candidates out there. Also, now that the people are "used" to $2 or above per gallon, there's NO way the oil companies will lower prices on their own- they'd just be causing themselves to lose money.
It would also help to have more energy efficient vehicles, but they are still a good deal of time in the future... hybrid cars aren't going to help that much. We'd need some entirely different fuel source to drop the prices and that is still a ways off.
They have us conditioned to think that $2.30 per gallon is cheap and, so, we'll never see $2 or below again (or at least not for any significant length of time), barring another terrorist attack on American soil (9/11 dropped gas prices real quick).
That's just my opinion, but hopefully you see where I'm coming from.

Not likely because countries like India and China are using a lot more oil every year. They increase the price.

Probably. Historically the price of almost all mineral adjusted for inflation has gone down.

Not as long as the environmentalist keep hyping the fuel problem. The terrorist are tickled to see us pay more so they have our money to fight us.
