Doctor is not a protected title in the UK- theoretically anyone (including Doctor Love, Doctor Dream and Doctor Who!) can call themselves a doctor without holding any particular qualification at all.
Chiropractors might well call themselves doctor to indicate their status as a medical practitioner, and will normally hold an assortment of qualifications in chiropractice, but they aren't a qualified Doctor in the sense that they have a PhD(although some of them may well do) , and definetly not a doctor in the same sense as your GP or a Doctor at the hospital.

The term 'doctor' means 'teacher' and anyone who graduates from an institution of higher learning that confers doctoral degrees is a doctor. The institution must be accredited for the degree to be especially relevant. As such there are 'doctors' of law, music, engineering, philosophy and medicine, including chiropractic. Doctors of chiropractic must study the human body in as much detail as any doctor of medicine because they must recognize and refer conditions they can't treat to specialists who can. Chiropractors must be licensed and limit their practice to their specialty, just as dentists do.
