Preferred foundation types vary with region. To be stable, a foundation must go below the frost line. Check your local building department for the area's requirements. A full basement is poured in two stages. The walls, which support the house, extend below the frost line and provide stable support for the upper floors. Basements that will be getting columns, will require footings below them. You can pour walls only, and not excavate the interior, to save money, or if you have a high water table. Pilings perform like the walls do. They can be spaced in a pattern, under the house, to provide support to the home's main beams. A slab usually still has footings, to provide stability. Local codes apply.

Homes that are built high up off the ground, like the typical beach front home are built on pilings. If the home is built lower to the ground, but not on a slab then it is built on piers which are usually a form of concrete block.
