Most police agencies that are worth a crap make new officers take psychological exams prior to hiring. Bigger agencies also make them take new tests when they are going to transfer or be promoted.
New officers also have to pass an extensive background investigation and a polygraph test.
A police officer is given a lot of power and it is expensive to train and outfit an officer, not to mention the HUGE liability of the agency if they put the wrong person in that position. They do and should do everything possible to make sure that officer is a good and level headed person.
Incidentally, after passing all that it is typical for that new officer to learn from and be shadowed by a seasoned officer for about 6 months and then they are on a probationary period for a full year after being hired.
Incidents of police officer misconduct are kind of like airplane crashes, statistically air travel is the safest; but when something does happen man does it sure make the news. Cops are embarrassed and more angry than anyone else when they see on the news about an officer acting like a criminal.

Anger and ego stem from the ultra-masculine attributes supported in the police subculture. They are generally taught to the cadet in the academy and reinforced by negative confrontations on the street.

actually they go though a very detailed profile during the interview process.
Most of what most people call ego is positioning and is trained in the academy. A officer is to control a situtaion just by his presence.
