I looked in the Catholic archdiocese webpage and the Belgium phone listings and don't find anything.

Not likely that you'd find a French spelling on a church in Flanders. I figured out that it's in the Diocese of Ghent and I can only find one parish for the town. Here's the info on that:

There are less than 4000 residents of the town, so I'm sure they can't sustain a second parish. I also don't find any other parishes in that Diocese named St-Francois or St-Francois Xavier.

at oudegem part of dendermonde is a "onze lieve vrouwe "( mother Maria ) church but not one of st Francois.
ouwegem part of zingem there is a st Jan baptist church but of course isn't no Francois
