I strongly recommend that you get an immigration attorney. The job of the USCIS is to enforce immigration laws. There is no general amnesty yet. However, a good, ethical attorney will be able to help you navigate the paperwork or, if appropriate, advise your mother-in-law to return to Mexico. There is no guarantee she will be lawfully admitted.

As you have already contacted the government (presumably USCIS) you must do something before they come looking.

If she came into the country illegally, she probably cannot become legal, and calling the government just makes her a target for ICE to come to your house at 5am looking for her. If she came legally and your husband is a US citizen, he can apply for her and you should get a lawyer. If not, then she is probably SOL, at least until some new law is passed. In any event, talk to a lawyer, because trying to do it on your own could get her deported.

If she is here ILLEGALLY, she must go back to Mexico and start the paperwork from there.

Don't bother with emails, that is a waste of time. Just start her paperwork IN MEXICO!
