Black lettering on white is the most clearly visible.
However, it is illegal in the UK to have a white light (including reflectors) showing to the rear, except when reversing, - which outlaws the use of white reflective number plates. Yellow is the next best colour on which to distinguish black lettering.

To make them more visible, you can't have a DIY job here unless you have the proper reflective paint. White with black digits are still legal, the yellow rear plates are optional.

its to reduce glare at night and also to make it clear as to which direction the car is traveling as white light reflects yellow on the back plate so you dont think the car is coming toward you and also for speed cameras and the likes.
