The horse. I haven't been able to find the exact highest speed a man has ever run, but I'm sure it can't exceed 20 mph. Horses can go up to 50 mph. The man wouldn't stand a chance. Even if he jumped on the horse and rode it to the finish, the horse would reach the line first: by a whole neck! (unless the man jumped forward just before the finish line)

There would be a few issues to consider when answering this but I will base it on standard horse racing thoroubred and an athlete on a dirt track. This ofcourse could vary if you consider quarter horses (fast off the line) and a couch potatoe running.

If you take a good athlete (not even a sprinter) on a dirt track over this short distance against the highest quality caliber thoroubred race horse the man would win every time. People are correct on here when the say horses can run much faster than a man, which is definately true BUT...and most importantly...a horse does not start off nearly as fast as an athlete would. It takes some time for a horse to build up that speed.
Here are some speed stats to consider. Secretariat...probably the finest horse ever ran an average speed of 37.5 miles per our over a 1.5 mile race....
The world record holder ran the 100m dash at a top speed of 22.9 miles per hour but he gets up to that speed much faster than the horse.

When reviewing race horse data it takes a horse about 5 seconds to travel the FIRST 60 FEET in a race (that is generous). A good high school athlete can run 40 yards in about 5 seconds, or a good athlete 4.4 even. 40 yards as we all know is 120 FEET which is twice the distance of the horse in less time. or the same time.
20 meters is only 65 feet so......
The man would win every time..hands down.
Now if you add another 20 meters to that or so and things would change.
ALSO: Jesse Owens beat several horses in a 100 yard dash race but this may have been because the horses reared back at the firing of the starting gun.

If the horse understood that it was a 20 meter race, the horse would win.

In the Zippy Chippy match races with baseball players he was beat at least once and it was longer than 20 meters. So I'm going with man at 20 meters, but I don't think they could last much longer.

A horse, they can get some power going after a few seconds.

the horse it doesn't take much for them to get going and with the power they produce id back the horse every time probably not by alot though,over such a short distance.
