Active is the chemical that does something to cure (helps get over a cold, rid of a headache)
inactive is fillers, sugars, coloring (anything that doesn't do anything to cure)

Inactive ingredients are generally regarded as "fillers." they don't do anything by design.

They might "do" something in other regards: you may be allergic to them, they may interfere with a drug, etc. That's why they must be listed in the label. So you can make an educated purchase decision.
