The shadow depends on the angle the sun is away from your body or the tree or whatever is casting the shadow. So the shortest shadow, during the day, would be none at all- but only in the Tropics, where, by definition, the sun can be directly overhead. The longest shadow is when the sun is at the horizon, or very slightly above it. So at sunset or sunrise the shadows will be longest: therefore both very early and very late in the day. However, there won't be any real shadow if it's cloudy, which is more likely at sunrise, nor if the sun's rays are too spread out by dust in the Earth's atmosphere, which is more likely at sunset. So really, it depends on the weather conditions that day.

Trick question... The sun rises in the east, and sets in the west.
Therefore, in the morning your shadow is longest in the westerly direction. In the late afternoon, it goes east. Presuming, of course, that you are facing true north.
