Teach him frisbee or other chase and fetch games. Don't feed a dog food that has corn. Dog food with turkey in it will help him calm down. (Canidae has turkey, and ProPlan and I assume some others do too)

The Jack Russell is a true working terrier. Most breeders of JRT's work very hard to maintain the working nature of the breed. Chances are he came from a breeder like this. This means that your little guy is bred to WORK. Walks are a great starting point and will definitely spend some energy and help with behavior. But, you are only getting him stronger and more energetic with long walks. And, you are only scratching the surface of what your dog is capable of. Getting back to the work part, your JRT will be happiest if he is given a job to do. Visit a JRTCA (terrier.com) event. Usually these events have racing go-to-ground and agility. Talk to the owners there. Even if you do not decide to join, you will get tons of advice here on things you can do at home with your Jack to keep him busy and focused.

If you are already taking him on walks, then maybe you should walk him on a treadmill for his second walk of the day. Jack Russells are known to be very energetic, so , best of luck.

Find a leash-free park in your area, or a field you can use (with permission of course) and let him/her run. If possible, go with a friend that has a dog with the same energy level. They love to run in groups. Check with your local Kennel Club chapter as they often have groups that go on outings.

take long walks, or buy a treadmill. If you have a dog park take him there so he can get tired out and be socialized.
