You can do it with an X10 Home Automation System. I'm not sure if the new software supports web access, but there are plenty of third party software which interfaces with X10 that can do it. Here's a little simple freeware perl script that will let you control your X10 devices from anywhere in the world via internet/web interface:

You need at least the $50 program and control box, then you buy a module for each item you wish to control. There's lamp modules, wall switch modules, modules that plug into wall outlets, you can literally control anything electrical in your house through X10 home automation. The program lets you define macros for time based features or you can use programs to access all your devices via the web as discussed earlier. No monthly fees, just one up front cost for equipment.
