After washing your face, put a little dandruff shampoo on a Q-tip and rub it into the eyebrows, then rinse. Moisturize with a good skin cream like Eucerin. Continue to do this for several days until the problem clears.
Dandruff can cause hair to fall, so when you clear the skin condition, the eyebrows will likely come back. If they do not, please consult a Dermatologist.

Although it looks like dandruff, it's not. Alas, I have forgotten what the cause is. See a dermatologist about this, but it's not some terrible disease, it's innocuous.
As to hairs dropping, that's just natural process. Normal daily hair loss -on your entire body- is about 100 hairs a day. Some days it's your head, others it's your legs, nothing to do with the eyebrow "dandruff."
One of the other answers suggested you shave your eyebrows off. DO NOT do this, unless you want to look like Whoopi Goldberg. Shaving them can be permanent. Eyebrows are odd that way. Sometimes they come back, but you cannot count on that. Combing your eyebrows may loosen enough of the flakes to make you look presentable for the day. If it requires much more work than that I'd think about seeing the dermatologist for an easier solution. Diet influences that, too. Three fish meals week, if I remember correctly. See how that goes.

dandruff is a skin disease. wash the area with warm water towel dry and as skin is still moist apply moisturizer. do it once or so a day and the dry skin will be cured in no time. after shower apply moisturizer to your skin on a regular basis.

i guess dandruf from ur head falls off on ur eye brows.it aint that serious.just treat ur dandruff with a good anti dandruff shampoo with proper massaging and thats all.u will never have the problem.

I have this same problem. It's actually dry skin. I also have it in my moustache and goatee. I just wash them with soap and then rub in a good lotion. Rub off the excess unless you want shiny eyebrows, and in my case a shiny moustache and goatee.

Sounds like psorisis. Put a drop of baby oil on your finger tips and rub it into them twice a day and see if that helps.

Its not dandruff its dead skin.
try shaving your eyebrows or washing them REALLY good and going to a salon to wax them.
