Normally power is centralised at a place where the prime ruler sits: Whether it be a king or president or prime minister.

For the purpose of better adminbistration certain functions and powers are decentralised to grass root level that is called Village Panchayat. This will be headed by a President assisted by members who were duly elected by the electorate.

A group of villages consatitute a Block. This is a body of all Village Presisdents. The president for a block is elected by all the Vil;lage Presidents or directly by the electorate depending upon the rule and byelaws.

A group of Blocks will constitute a District or Zilla. Here the body is called Zilla Parishad. The members are Block level Presidents. This is headed by a chairman. He is either elected by the district electorate or by the members of the Parishad. Here members of parliament and legislative asembly (representing constituencies falling in the district)are also members.

The word Parishad was in existance for a long time in our country . Kings used to,constitute a body with intellectuals, business community, heads of religious as well as educational institutions to provide advice on various matters.

During Chanakya period, trhe Nanda kings ignored the Parishad and finally got destroyed.

Therefore the local administrative body at District level was given the name Zilla Parishad.

In our country we have Panchayat at Village level, Zilla Parishad at Distict level, Legislative assembly at State Level ande Pariliament for the whole country.

Dear Vishal, Jilla Parishad means the District Panchayat. In some states also known as Block Commitee. Hindi word Jilla, english word District, british word Block etc have similar meaning. Jilla means a group of some Taluka, Tehsils. Parishad means the Commitee or governing body.

Interesting to know that the hindi version of district collector is Jilla Samaharta. Bhautik Anusandhan Prayogshala means Physical research laboratory !!

Jilla means -its a district,parishad means office,its a place where the issues related to the district will be looked in and any development activities will be taken with the funds allocated by the state government.......there will a office in every district head quarters and there elected members and a chairman heading the house..........hope you got a bit idea about.........all the best.
