Yes, a dog can raise its head & look up.
No, a dog cannot raise his eyes & look up without moving his head.

False. I am on the roof, the dog looks up to me when I call to it. It also sees birds in the sky.

If a dog cant look up it must have a stiff neck...my dog is always looking up.

Try dropping a few drops of water on his head from above. It may take a few seconds, but it will look up at you, and then for some reason forget all about the water.

Definitely, they can!!!!! I have watched my dog Taz look up at a squirrel high in a tree and follow it from tree to tree. It amazes me how he can know where it is, when I have lost sight of it.

no, my dog loves looking up to watch the aeroplanes fly over the garden ( i live near an airport) when i let her out to do a wee she just spends ages watching them.

If you mean without moving their head, then it's false... My dogs always look up at me (it almost looks like their glareing at me) lol!

If you mean with their head, then it's also false... Just get on a chair call a dogs name and there, you have your proof! lol
