I went from the Active Marines to the Army Reserve and now am in the Army NG. Each transfer was after my initial enlistment was up, but it is possible to transfer during your enlistment.
Here's the catch:
First, they probably won't let her transfer because every unit is hard pressed for troops and numbers are the bottom line in most cases (hence the fat body overload in the Guard and reserves).
However, if they are up to par with their required personel, or even over, then they MIGHT be willing to let her transfer, seeing as she won't be happy if she stays.
Second problem is that once she transferes to the NG, if she decides she liked the reserve better, she has to go through the entire re-enlistment process- MEPS, ASVAB, etc. like she was never in. The only thing she won't do is repeat bootcamp and AIT. This is because the reserve is federal and the Guard is state. They are two totally different entities.
My best suggestion is talk to her chain of command and explain what she wants to do and why. From there it's up to them.

all she needs is a signed DD368 from her commander. The biggest issue is if the unit will allow it.
