Yes, you can eat them but I strongly recommend that you completely remove the stem and eye from the potato. If only the eyes are sprouting, gouge them out with the scoop end of your peeler or cut them out with a knife. If the sprouts are longer than a half an inch, just throw the potato away. Potatoes are members of the nightshade family, of which most members are poisonous, so when the potato starts its growing cycle, it also becomes poisonous with solanine, and too, once they start to grow, they just don't taste like a potato anymore. A good potato should still be firm with no mold on it and not green under the skin.
P.S. -- Don't give them to your dog to eat. It will make him or her ill, too.

Yes. Remove the entire sprout, and clean spud with a vegetable brush under running tepid water. Even if the spud is soft it can still be eaten. Peel and cut spud into two inch cubes. Toss into cooking pot. More than cover with water. Bring to a boil, then turn down to slow cook. Add some chopped yellow onion. The spuds and onions will turn into an almost soup like substance, but will still be chunky. Add salt, and pepper to taste. Mmmmmmmm sloppy potatoes, *my* favorite!

Peel the skin and sprouts off of the potatoes; cook and eat.
If you feel like growing potatoes, burry those sprouts (still attached to the skin) in dirt. Water and nurture.

Your really not supposed to eat the roots on the potato because there said to be poisoness. They make a poison with the potato leaves that I can't recall right now that could kill someone in a couple of minutes. I think its deadly night shade.
