Does anyone know what plants grow pretty fast and are pretty cheap? (this is for my science project)

go with legumes. they're cheap, strong-rooted and easy to grow, even in arid conditions. cowpeas, winged-beans, bush beans, etc.

What do you want to do with the plants?

Beans or peas come to mind. I used cabbage plants once. They grew to about 12" tall and 6-8" diameter during the course of my experiment.

I used different colors of cellophane to see how different light waves effected growth. Found out during critique that the molecules of the cellophane are widely spaced enough that they let in enough unfiltered sunlight that I didn't really get the answer to my question.

It kind of depends on whether you're starting from seeds or from cuttings. If you're starting with seeds then a rule of thumb is that the softer the seed shell or casing the easier and sooner they'll sprout.
If you're going to start with cuttings then try using Rootone.(It's a root growth promoting powder that you dip the lower end of the cutting in before you put into soil.
