Do some research on line. Save some money , rent a flat and get a job in N. Ireland. It's not hard as northern Ireland is part of the uk.

It is a few years since I did this.
There used to be a specific description of the procedure and downloadable form for this on the DVLA website, but it appears to have been removed.

Therefore, I would either contact the DVLA in Swansea, or the local DVLA office closest to your new address. You shouldn't need to pay anything, and will have the option to keep your existing NI registration number, or be issued with a new age-related GB number. You will receive a new Swansea-issued registration document. I'm not sure if a new tax disc is issued or not - it will be if you change registration number, but may not be required if you keep your existing number.

You also have to inform DVLNI, using your current V5c(NI).

You will also have to change your driving licence from a Coleraine-issued one to a Swansea-issued one.

As far as I am aware Northern Ireland is part of the UK so just send off your registration document to Swansea and await its return.

As N Ireland is part of the UK, do you even need to bother to change the registration and tax??
