What ruins ice cream (besides plain old melting) is "heat shock." That happens when the ice cream thaws out just a bit, then goes back in the freezer. What was runny turns to a kind of goo, pretty easy to see around the top of the carton. It has a icky stale taste to it and can taint the whole carton.
So, when you buy it, put it in an insulating bag from the big freezer at the store and get it home quick! When you have a bowl of it, return it to the refrigerator quick!

When it melts you will see that it is not edible. Not spoil yet, but looking pretty bad. Ice Cream we buy at the store is whipped with air. Homemade ice cream is a different story.

Not very long, I would say no longer than the amount of time it takes to get it from the grocery store to the freezer at home. If it's just sitting out opened though, no longer than 10 or 15 min. If it melts and refreezes that's potentially very dangerous. Much more dangerous than you'd expect from a sweet dairy good.

I don't know why you would want to eat melted ice cream, but as long as it's not warm or on the verge of "hot" it's ok to eat.

depends on room temperature. can melt as quick as 10 minutes, still drinkable, unless it's not a quality (superfatted) brand, in that case you'd end up with a bowl of foam (chemicals) and flavored milk at the bottom.
