Unplug the power
Or go to the central switch of your house/appartment and turn off the switch for the circuit that includes the oven. Ovens usually have a dedicated switch so it should not affect any other appliances in your house.

Shut off the stove and call a service repair company. I have repaired several stoves and it could be a couple of different problems. The stove is 240 volts, don't play. The replacement will cost about $100 IS YOUR SAFETY WORTH $100. The cost of hydro alone will be more than the repair if you leave it on.
