About two months ago I recieved a speeding ticket. I check the mail today, and they gave me back forty dollars. Is it common they'llreduce the fine once you send in the money?

You were probably over assessed on the ticket. Not an uncommon mistake. Many agencies have a chart that shows what fine is assessed for what speed. The most common mistake the cop makes is looking across the chart and reading the wrong fine for your speed. Someone at the court or DMV caught the error and you got some change back.

I'm curious was getting the $40 back worth the butt chewing you got from mama??

Most likely the officer checked the wrong fine amount for the speed over limit or he thought you should be subject to a higher fine. Though in any case it is rather uncommon that you would receive a refund as speed limit enforcement is only a source of revenue.
Speed limits and fines do not deter speeding and very little statistical support to reduce accidents or any measurable impact on protecting the public. But I digress.
