Open Skies was a treaty signed in 1992 and put effect in 2002 allowing overflights of the member countries. The US was one of the 27 original countries.

In today's airline industry Open Skies refers to the ability to fly into for refueling and so forth and to over fly a particular country if the route warrants it. It also refers to the latest push to allow airlines to operate within other countries other than just their own region and visa versa in a free market type system. One day you might take a British Airways flight from Atlanta to Las Vegas.

open skys is sort of a like a non controlled area were pilots are allowed to do whatever they like without being told to shift by some random guy in big jet from another country
