DVD Shrink 3.2 and DVD Decrypter can both be downloaded from this link "FREE", They are compatible with Nero, Nero is not a 'Requirement' for these programs to work.

This is a "Region Free and CSS Free" program. Using this program, you can "set" your DVD Burner's, DVD will 'Play' on your TV Format ( PAL / NTSC/ Scam Etc. )

do not know any good Free such an utility, but for money use AVS Video Converter, the best what I ve used for making video_ts files and burning DVD
