Only male dogs do that. They will pee on anything sticking up above the ground. They do this to send scent messages to one another. The message says something like, "I have rights to this territory."
When a dog smells the mark of another dog, he will mark in the same spot so that the other dog (when he comes back to make a smell-check) will smell this dog's scent also.
A tire may be particularly interesting because it carries scents from faraway places. The dog may feel a particular need to mark where unknown dogs have marked, in case they are actually moving into the neighborhood.

It's a territory thing. Male dogs will mark objects (tires, fire hydrants, bushes) to leave their scent behind for other dogs. If they smell another dog there, they will do it to cover up that scent and make it their own.
