what does the quote ..when will our conscience grow so tender that we will act to prevent human misery rather than avenge it.. mean??

It means we can look on human misery and turn our backs on these people and their situation offering no practical help, all the while, cursing others (God and authority figures), for what they aren't doing about it. Tenderheartedness will suffer with the afflicted to the point of sacrificing their own for the sake of the other. I, for one, think it requires more than a tender conscience. My grandfather used to say, "When you see a job that needs to be done and no one else is doing it, that means it's your job." We need to take personal responsibility for other people's misfortunes and forgive, rather than retaliate.

Sounds like a variation on "Turn the other cheek" from the Bible. It's a rhetorical question asking when the plight of others will motivate us to act before the situation becomes so dire that we can be of little help.

As in World War II - if Germany had been stopped when they first invaded other countries, when they first started rounding up their 'undesirables' into concentration camps, then millions of lives could have been saved, rather than waiting until the situation was almost completely out of control.

Just as a side note, it would be nice if people would remember a little bit of World War II history, before they get upset about America and Britain "policing the world". I know there are a lot of dead people that wish they would have gotten involved a lot sooner.

It means peace is good, war is bad. Essentially. :) (Peace = prevent misery, war = avenge misery) Could also include things like "charity is good" along with the peace thing.
