A Glock 19 would be my suggestion. A new one can be had for less than 500$. Plus they are extremely reliable.

I have recently researched this very question and I found that for practice/plinking then the Ruger Mark III .22 pistol is a great pistol, very accurate, inexpensive in price, and is cheap to shoot due to inexpensive ammo costs.
If you are looking for something bigger, I would recommend the .40 caliber Glock. The model comes in a Glock 22 which is the full size, the Glock 23 which is the mid size, and the Glock 27 which is the sub compact. If you are looking to carry concealed and also be adequate at the range then I would suggest the Glock 23. You can get any of the models for less than $500....Good luck shopping

For target practice you can beat a 22, ruger is a well respected name as is several others, but ruger has the biggest following. If your looking for a larger gun, look at a 38/357 revolver or a 9mm or 40cal.
My advised would be to go to your local dealer and tell them your requirements and hold several different makes, you want a handgun to feel comfortable in your hand and point naturally for best results.
Ammo for 38, 9mm and 40 tend to be available anywhere you go and can be had at reasonable prices. If you all ready have several rifles you may want to check out reloading your own ammo, this can save you a lot if you shoot on a regular basis plus you will get much more enjoyment out of your handgun and rifle.

If you are looking for a relatively inexpensive gun, that is very cheap to shoot, A Ruger MK II in .22lr is a great choice. They sell for around $250 new, and ammo is very inexpensive, as low as $1.50 for 50 rds of plinking ammo.
If you want something bigger than a .22, my personal choice would be a Glock model 17 or 22, the only major difference is the size of the frame, so it just comes down to what fits your hand better. The 17 is a compact and the 22 has a full size frame. Both are available in 9mm, and ammo is very readily available, and can be fairly inexpensive if purchased in quantity.
The glock pistols can be found for around $500 if you shop around, but when buying a semi-auto, you may want to consider going with a new one for two reasons. First they don't tend to be much cheaper used, unless they show considerable wear. Secondly, if the gun has any problems, it is much easier to deal with the manufacturer, with a newly purchased firearm, than it is to deal with a local shop owner on a used one.

Well, for the price range you list, you can get a pretty good revolver. A quality used S&W 686, .357 mag. can be picked up for about $400. Practice with some cheap .38 ammo. Load with .357 mag. if you want to get serious.
In the semi auto world. a 9mm is probably the cheapest gun to feed. Taurus makes the excellent 25/7, the Glock 17 is good, S&W makes several nice 9mm guns.
Of course the cheapest handgun to shoot is a .22. It is hard to beat the Ruger .22 autos for reliablity and decent accuracy.

For just target practice a 22 is good. Price and quality The Ruger mark I or Mark II or Mark III is hard to beat. For self defense nothing less than 9mm and preferably 40 of 45 caliber. The best is Sig Saur (Sig Arms) and Glock but these can be a bit pricey. Taurus is a good lower cost weapon.

I recommend a quality double action revolver. Revolvers are much simpler than semi-autos and don't even require dis-assembly for cleaning. Also, if you are an avid target shooter, a revolver's simpler design and fewer delicate parts mean it is able to stand up to lots of use. Also, revolvers will use any type of ammo in the correct caliber. Many semi-autos balk at the use of wad cutters.
Personally, I prefer the .357 mag in stainless steel. It can fire anything from lightly loaded .38 special wad cutters to high powered magnum loads with any type of bullet. Modern revolvers are stronger, easier to use, last longer, are easier to clean and digest any kind of ammo. If you will only have one handgun this is what I recommend: S&W Model 686 with a 6 inch barrel, target sights and rubber grips.

One of the best .22 LR caliber semi suto pistols on the market is the Ruger Mark III series pistols . It cost about $275 for the basic model.

The Ruger MK series are really good pistols. They are accurate, affordable, well made and the .22lr ammo is as cheap as you can get. I have a MK.III and love it. They cost anywhere from $250-550 depending on the model and condition and whether it's new or used.

glock 23, it is a 40 caliber, a little bit bigger than a 9 but smaller than a 45. Glocks are perfect handguns, you can do anything to them and they still fire. that is why they are becoming so popular among law enforcement around the country.
