I'm writing a movie script. If a car that was fleeing a crime scene and ht car was rigged w/ devices such as smoke screens, oil slicks, or even spot lights to prevent being followed or pulled over, 1) what crimes are being violated? 2) how would law enforcment get around this? 3) has this ever happen to you like "The James Bond gang" that was once on the FBI's wanted list Thanks!

Evading pursuit is a crime in some jurisdictions. Also, arguably, crimes related to reckless driving, creating a road hazard, disturbing the peace, etc.
Remember that laws vary by state. So, if your movie is set in a particular state, and you care about accuracy, check the local laws.
As far as "law enforcement getting around" it, I'm not sure if you mean overcomming the difficulties in apprehending the fugitive, or dealing with the additional violations.

If they flee, they have evading charges, the "divices" would only be minor equipment violatons except for the oil which could be a hazmat violation.
It is the not stoping for the police where the crime really ahappens.

reckless endangerment if someone is following them, obstruction of justice, obstructing a police officer if that is who is following them and cannot because of the devices, illegal use of noxious substances.
